Anyway the balls get stuck during gameplay. It looks lime there should be a rubber gasket or something connecting the two pulley wheels. I found the broken piece if rubber in a bag in the game. So whoever worked on it last (and someone did), put that rubber piece in a bag and left the game this way.
Is there a quick way I can get this going and play some pinball today?

That "gasket" is your pulley drive belt. You'll need to replace it.
